THE GUARDIAN IN CHECK: The Federal Supreme Court and the Erosion of Guarantees in the Last Decade

Between 2016 and 2025, the STF rewrote the meaning of fundamental guarantees without a single line of the Constitution being altered. This study reconstructs this informal constitutional mutation — from the fragmentation of impeachment to ex officio inquiries — and asks what is necessary for the guardian to resume guarding.
